ICU and NICU Admissions are not really encounters, but essentially an abstraction of the clinical record.  All that is needed is attestation that they occurred, no other information is requested/needed. Including these as encounters would require information that may not be available, and is not needed. The PlannedToDeliverAtHome observation is no longer used as part of the birth record, but remains part of the IG.   It too is simple attestation of an intent, not a detailed part of the clinical record.
