      Vital records uses a DIFFERENT CDC code race code system, and vital records stats are built around it.   I've attached the analysis.   The vital records race code system is a superset of a subset of the CDCREC, and CDCREC is a superset of a subset of this race code system.  Complicated.

      If this vital recording IG SHALL have it's own race code system, please document why this is necessary and the concept map needs to map between this one-off code system and the "official" CDCREC code system used everywhere else.
