The SNOMED CT concept "Identifies as non-conforming gender (finding) SCTID: 33791000087102" is in the existing value set used by the Gender Identity value set
Decision
Add:
1) the concept: 33791000087105 | Identifies as nonbinary gender (finding)
2) the concept: ask-declined | Asked but Declined to align with the "null values" in the other sex and gender valuesets (e.g., Sexual Orientation)

Description
The concept "non-conforming" is not the same as non-binary, which is a more common representation of gender identity. Even with an extensible binding, adding the concept Identifies as nonbinary gender (finding) SCTID: 33791000087105 to the value set would help.
