      Agreed, we will clarify the definition of "Data Type" with respect to CQL. However, as another commenter pointed out, this conformance requirement is more about the ModelInfo and so will be moved to that section as part of the application of that comment. We will clarify the definition of "Data Type" as part of that change (https://jira.hl7.org/browse/FHIR-43786)

    Description

      Data Type Names. A “data type” in CQL refers to any named type used within CQL expressions. This is not seem to be documented in the CQL Guides - The CQL Developer Guide Section 3 refers to data types once and only in regards to referencing data types in a data model. 
      Same guide mentions named types in Section 4.2. These are not discussed as being equivalent to a data type.
