      The challenge with leaving this content in the Quality Measure IG or QI Core Implementation Guides is that in order to use it, other IGs would have to reference QM IG or QI Core. Not only does that limit the usefulness of the content in more general use cases, it also prevents international usage since QM IG and QI Core are US Realm implementation guides. Breaking this content out into a CQL- and FHIR-specific IG simplifies dependencies and increases the reusability of the capabilities defined by the IG.

      The comment about some of the guidance being more broadly applicable than just FHIR is well-taken and we propose that a comment be made against the CQL specification generally to incorporate non-FHIR-specific guidance from this IG into the next version of the CQL specification.

      In addition, we propose to add the following paragraph to the end of the Summary section:

    Description

      This is stated in the beginning of the new guide: " This is the first ballot of this implementation guide in this form, but the content has been balloted and published in multiple prior implementation guides, including:
      •    Clinical Guidelines
      •    Quality Measures
      •    Canonical Resource Management Infrastructure
      The following changes were made as a result of ballot comments received in the September 2023 ballot of the Canonical Resource Management Infrastructure IG. One of those comments was the suggestion to break this CQL-specific content out into its own implementation guide; this IG is the result of that change."
      Not following the purpose this IG fulfills except a request to remove CQL content from the CRMI IG, but why can't it be moved to the CQL Guide or QMIG (whichever is most appropriate)?  Much of this new IG is a repeat of what is already in QMIG and CQL Guides, there is very little information that is specific to CQL and FHR. The CQL Guide could benefit from some of the additional information in the Codes, Concepts, terminology  sections expound on what is already there, same for the Library - level identifiers.  QI-Core provides links to CQL/FHIR model information and QI-Core Model Info which is the only thing I see that is not included in the CQL or QMIG guides. So it seems this information is primary covered elsewhere or easily fits into existing IG's so why create another IG that increases the maintenance burden on the CDS/CQI workgroups, adds another ~dependency to QMIG?
