      In FHIR this is coded in Procedure.report which is absent in US Core and should be added.

      From the base FHIR R4 specification:

       

      Rationale

      We acknowledge that US Core's content models do not define a way to link Procedure Notes to the Procedure Profile, and the commenter has correctly identified how the US Core Procedure profile could be constrained to link them.  Although we recognize the value of the Procedure.report element, USCDI does not require it and it is not a minimum expectation for the US DiagnosticReport resources. However, other profiles and implementers can introduce it and describe the best practices for their use cases.
