      Rationale

US Core promotes interoperability and adoption through common implementation. Although we recognize the value of {{mmunization.reportOrigin}} element, it is not a minimum expectation for the US Core Immunization resource. However, other profiles and implementers can introduce it and describe the best practices for their use cases. When there is sufficient adoption by the implementation community, we can reconsider adding it to the US Core Profiles.

    Description

US Core 7.0 adds "location" as a MustSupport element to Immunization. Conceptually, this might be helpful if indicating the location at which an immunization was administered. However, the Immunization Community has been and continues to function based on the need to understand if the submitted of an immunization administration record is the primary source (meaning "it was given here") or not, and addressing "source" not by location, but using a specific PHIN-VADS value set Source of Information (https://phinvads.cdc.gov/vads/ViewValueSetConcept.action?id=54C35E6E-6D6B-11EB-9CAB-00505693340B). It is part of existing and active HL7 v2 communication between EHRs (immunization administration sites) and public health immunization registries known as Immunization Information Systems (IIS). The information does not specify a specific location which, in current US Core terms would be an address, the value set specifies information critical to understanding its reliability, specifically, a value set with the following meaning.  US Core should align with common practice and include instead [Immunization.reportOrigin|reportOrigin] and bind to the value set referenced above and displayed below - that is the current in use practice.  Location does not have sufficient meaning to support the IIS community.

      Value  Description  Operational Definition
00  New immunization record  The record of a newly administered dose of vaccine. The dose was administered by the organization that is reporting this dose.
01  Historical information - source unspecified  The record of a vaccine dose from a reliable historical source, such as an immunization card.
02  Historical information - from other provider  The record of a vaccine dose from another health care provider's historical records.
03  Historical information - from parent's written record  The record of a vaccine dose from parentally maintained written records.
04  Historical information - from parent's recall  The record of a vaccine dose from a parents recall. The reliability of this record is considered low.
05  Historical information - from other registry  The record of a vaccine dose from another Immunization Information System (IIS).
06  Historical information - from birth certificate  The record of a vaccine dose from a birth record.
07  Historical information - from school record  The record of a vaccine dose from a written school record.
08  Historical information - from public agency  The record of a vaccine dose from a written public health agency record.
