What happens when a patient in the Composition.subject does not match the patient in Composition.encounter.reference.Encounter.subject?  Are both intended to be required - i.e., allowing consistency errors.

      • Composition.subject is required - as a reference to US Public Health Patient
      • Composition.encounter is required - as a reference to US Public Health Encounter, which also requires US Public Health Patient on Encounter.subject (US Public Health Patient)
