    Description

      The lack of a must support flag on the [subject[x]|https://hl7.org/fhir/us/cqfmeasures/2024Jan/StructureDefinition-computable-measure-cqfm-definitions.html#Measure.subject[x]] element of the Measure resource in the ComputableMeasure profile is inconsistent with several other aspects of the IG:

      1. [subject[x]|https://hl7.org/fhir/us/cqfmeasures/2024Jan/StructureDefinition-computable-library-cqfm-definitions.html#Library.subject[x]] is must support on the ComputableLibrary profile
      2. The populationBasis extension is must support and is understandable only in the context of the value of subject[x] even if it is the default value when not included.

      Recommend to add the must support flag to the element to eliminate these inconsistencies.
