Agree with recommendation.

1. Will add conformance requirement to section 3.1:

The tail (meaning everything after the last slash in the URL) of the canonical URL of the Measure resource SHALL match the name of the Measure. Note that special characters in measure names are restricted by the name element and will not impact the canonical URL of the measure resource.

2. add invariant to CQFM Publishable Measure profile (considering CRMI refactoring) to enforce the conformance requirement in a computable way using FHIRPath
