Description
Suggest to add an overview of the relevant 'workflow actors' to the QM IG and other Knoledge Artifact related IGs, to document how we expect the workflow to happen. Preferrably this should be aligned with the way IHE (as an organization that focuses on standardizing interoperability workflows) approaches this: describe the workflow in terms of actors and transactions. Real world systems represent 1..* actors.
https://chat.fhir.org/#narrow/stream/179220-cql/topic/Workflow.20Actors documents a potential set of actors. Names of actors are a bit of blend between terms known to those who have a background in the domain, and more formal names as used for IHE workflow actors.
Suggest to use one and the same set of actors accross all IGs as not to confuse the readers, who'll mostly have to deal with multiple IGs.
