Agree with recommendation.  See updated text below with red indicating changes:

"The process of establishing and exchanging Member Attribution (ATR) Lists for risk based contracts are complex and time consuming. How to apply attribution in a measure, or how to apply attribution when implementing a measure (attribution at different levels - population, organization, practitioner, etc.) is out of scope for this IG. One method, referenced in the capabilities section of this IG (https://build.fhir.org/ig/HL7/cqf-measures/capabilities.html#capabilities-1) , is the Da Vinci - Risk Based Contracts Member Attribution (ATR) List IG Da Vinci - Member Attribution (ATR) List (update link to http://hl7.org/fhir/us/davinci-atr/STU2/) that is published to specify standards for exchanging of Member Attribution (ATR) Lists between providers and payers."

    Description

"The process of establishing and exchanging Member Attribution Lists (MAL) for risk based contracts are complex and time consuming. How to apply attribution in a measure, or how to apply attribution when implementing a measure (attribution at different levels - population, organization, practitioner, etc.) is out of scope for this IG. This IG uses the Da Vinci - Risk Based Contracts Member Attribution (ATR) List IG that is currently in development using HL7 FHIR to specify standards for exchanging of Member Attribution Lists (MAL) between providers and payers. Be sure to check the latest version for publication."

      1) Use ATR instead of MAL as abbreviation. Change from "... exchanging Member Attribution Lists (MAT) ... " to "exchanging Member Attribution (ATR) List ..." to be consistent with ATR

      2) The name of the ATR IG should be updated to match the current spec name:  "Da Vinci - Member Attribution (ATR) List"

      3) The link to the ATR IG is very outdated, it is pointing to 0.1.0 (STU1 Ballot), it should be updated to point to STU2, the latest publication, and update the wording " ... currently in development using HL7 FHIR to specify standards for exchanging of Member Attribution Lists (MAL) between providers and payers" that follows the link
