value.text is limited to 120 and 240 characters, respectively for CODPart1 and CODPart2.  These limits reflect internal limits of NCHS systems and the IJE format.
THe limitations are a barrier to reuse of the profiles by the MDI IG and potentially others.  REcommend that these limits be implemented by NCHS business rules, rather than hard limits in the VRDR IG.
