Key data elements relating to the birth location, transfer source location ( mother) and transfer destination information (baby) are included in the two Encounters defined in the IG through references included in Encounter.hospitalization.destination and Encounter.location.location. These are references to Locations. Currently the encoding of the information-related information is not documented well for users.

To address this issue, a BFDR profile of USCore Location is needed that will support clear documentation of how to encode location-related content, and the IJE-related data dictionary should be updated to incorporate this encoding.

In particular, support for the FNPI and SFN facility identifiers needs to be clearly spelled out for interoperability to be achieved.
