Quality Measure Implementation Guide-v5.0.0 ballot

1.3.3.1 FHIR Version Support:
STU note: "... See the Electronic Case Reporting (eCR) implementation guide for a more complete discussion ..." links to 2018 STU2 Ballot. (https://hl7.org/fhir/us/ecr/2018Sep/design-considerations.html#fhir-design-considerations) and subsequent references are from 2019. Are there more recent pertinent sources?

1.7 Global Profiles
Reason for duplication? Encounter, Immunization, Observation, Organization, Patient, Practitioner, PractitionerRole are all listed twice with the same info.
2.1 Purpose
Linkage to Clinical Quality Language (CQL) R1.5.2 but text indicates "Although the specification is based on the 1.4 version of CQL, backwards-compatible future versions of CQL can be used as well." Additional clarification might be helpful.

Table 3-1: Measure populations based on types of measure scoring.
https://hl7.org/fhir/us/cqfmeasures/2024Jan/measure-conformance.html
Scoring | Initial Population | Denominator | Denominator Exclusion | Denominator Exception | Numerator | Numerator Exclusion | Measure Population | Measure Population Exclusion | :—————————————————-: | :—: | :—: | :—: | :—: | :—: | :—: | :—: | :—: | Proportion | R | R | O | O | R | O | NP | NP | Ratio | R‡‡ | R | O | NP | R | O | NP | NP | Continuous Variable | R | NP | NP | NP | NP | NP | R | O | Cohort | R | NP | NP | NP | NP | NP | NP | NP |
R=Required. O=Optional. NP=Not Permitted.
This table is confusing as presented, but the referenced table (14.6.1.2.1 Specifying Population Criteria) is much clearer.
Recommend changing format, adding an image of the referenced table or removing this item so that readers go to the source.

New Content:
... In addition to the measure scoring, measures generally fall into two categories, patient-based, and non-patient-based (e.g. encounter-based). ...
Would it be helpful for newcomers to indicate that typically EC/EP are patient-based and EH/CAH are non-patient-based (usually encounter)?
