The binding (preferred strength) of this field is to an opaque UBC valueset that looks something like this:

There is an existing HL7 codesystem https://terminology.hl7.org/5.4.0/CodeSystem-discharge-disposition.html that mimics the UBC definitions.

I think we should amend the definition so that:

• Y = dischargeDisposition = http://terminology.hl7.org/CodeSystem/discharge-disposition#other-hcf
• N = present, and any other value. with a recommendation for http://terminology.hl7.org/CodeSystem/discharge-disposition#oth
• Blank = code being absent (NCHS may interpret as Unknown)
