Description
Regarding these requirements:
"Scores SHOULD be computed, not guessed, whenever possible. The table below which designates a grading of match quality SHOULD be used to inform responder's search quality scoring algorithm, so that the search score returned by a responder is meaningful to the requestor...."
What does "inform" mean? Is the scoring in the table intended to be deterministic, e.g. if First Name & Last Name & Date of Birth & email match then the score SHALL be .8? Or is it looser than that?
Further, what should happen to the score if fields have a less than exact match?
