We have concerns that this notion of status overlaps with Identifier.use.  E.g. inactive, revoked = old, pending = temp.  We also have concerns that some of these concepts may be modifiers.  Finally, if this sort of concept is going to exist, it probably belongs as a generic rather than IG-specific extension.  Can we discuss at a WGM?
