Motion to clarify the "=" results in a quantity without a comparator thus need not map to FHIR, update the SN to Quantity map when SN.1 is "=" to not map to Quanity.comparator as FHIR assumes it is "=" when not present, and work with FHIR-I on how express not equal to plus confirm that the absence of "=" as a comparator implies it is equal to and update the definition of Quantity.comparator accordingly, e.g., "If there is no comparator, then there is no modification of the value, i.e., it is equal to." For now SN.1 will only be mapped to Quantity.comparator is not "equal to" or not "not equal to" unless FHIR-I expands the allowable values.
