      • Functional requirements should be addressed by using Obligations and not in the ^short. Change the text into "Specimens to be used by the laboratory procedure" 
      • Add in the Specimen differential the request element
      • Add this text in the ServiceRequest.specimen and Specimen.request comment field:
        • "If the specimen information are known when the order is created then the ServiceRequest.specimen should be used.
        • If the ServiceRequest can be updated when the specimen is collected then the ServiceRequest.specimen or the Specimen.request could be used.
        • Otherwise the relationship is recorded in the Specimen.request element"

    Description

      https://hl7.eu/fhir/laboratory/StructureDefinition-ServiceRequest-eu-lab-definitions.html#ServiceRequest.specimen has this statement: Must be present, if order is request for test - how is this going to be checked (by testing against the LOINC in ServiceRequest.code)?

      Also while we are working through the workflow for ordering using FHIR in the OO Clinical Order Workflow (COW) calls we are realizing that in some cases the order = ServiceRequest resource will be created before the specimen is collected and the specimen collector may not have privileges to update the ServiceRequest resource - so how will this condition be fullfilled then? In the COW call, we have determined that most likely the specimen will reference the ServiceRequest via https://hl7.eu/fhir/laboratory/StructureDefinition-Specimen-eu-lab-definitions.html#Specimen.request 

      I don't have a solution to suggest, but wanted to start discussion around this approach.
