      Add an additional bullet point in the Recommendations paragraph with the text:

      "Multi-tab applications SHOULD send an -open event every time a user switches between tabs."

      and add

      "Multi-tab applications should differentiate between the closing versus inactivating of contexts. Inactivation means that a different tab is chosen, closing means the tab is removed. A close is communicated by a close, and inactivation not"

      Editorial permission to best reflect this.

    Description

      Throughout weekly FHIRcast calls it has been discussed several times that in case of multi-tab app scenario, when multiple patients are open, changing focus between open tabs results in a -open event being send on every tab change.

      While the Multi-tab Considerations mentions the above behavior

      Retrieving this information upon each -open that would occur if the user frequently switches tabs (as in the above examples)  

      due to the size of the section, it is not instantly clear. 

      Suggestion:
      Add an additional bullet point in the Recommendations paragraph with the text:
      "Multi-tab applications should send an -open event every time a user switches between tabs"
