FHIR IG scope states: "This Implementation Guide applies to laboratory reports within the core fields of in-vitro diagnostics, for example clinical biochemistry, haematology, immunohematology, microbiology, immunology, while leaving out some specialised laboratory domains like histopathology or medical genetics." The intention was not to exclude those two specialties completely from structured  reporting according to this IG but to explain that this IG might not satisfy all reporting needs of those two laboratory specialties. In this sense specialty value set should also include these "excluded" specialties as they might report using structured results compliant with the IG specification.
