Should be: From the workflow perspective, the status of the report and that of its entries is partially independent; thus, formal consistency rules would be difficult to be specified.
However, in V2 in the US Lab IGs we did provide a relationship between the expected Report status (sent in OBR-25) and one or more result statuses (sent in OBX-11) in Section 9.9.3.2 OBR-25 (RESULT STATUS) VALUES BASED UPON POSSIBLE COMBINATIONS OF OBX-11 VALUES particularly Table 9-4) of the LRI IG (https://www.hl7.org/implement/standards/product_brief.cfm?product_id=279) - it might be good to include guidance on these in this guide to promote consistent interpretations of the respective statuses across Europe (and internationally).
It would also be good to compare the state transitions for the DiagnosticReport to the status transitions in LRI for OBR-25 (Section 9.9.3.1 ALLOWED RESULT STATUS (OBR-25) TRANSITIONS and those described for results to Section 9.11.3 ALLOWED OBX-11 TRANSITIONS particulary Table 9-19
