Agree with recommendation.  Consider the following disposition:

Define the parameters parameter in the $evaluate-measure operation consistent with the Parameterizable operation pattern defined in CRMI.  In particular, update the reference to "Using CQL" to the Using CQL IG.

    Description

https://jira.hl7.org/browse/FHIR-30932 was published in R5 but it needs clarification.

The OperationDefinition.parameter.documentation says "Parameter types are mapped to CQL as specified in the Using CQL topic of the Clinical Reasoning Module."
However there is no topic by that name. There is (14.1) Using Expressions at https://hl7.org/fhir/R5/clinicalreasoning-topics-using-expressions.html and within that (14.1.4) Clinical Quality Language, which tries to link to the Using CQL section of the CRMI IG (CI build).

Correct the OperationDefinition.parameter.documentation (for the "parameters" IN parameter) so it points to an existing section or page in R6, and fix the markdown on that page so the link to CRMI will work; link to a published version of CRMI, not the CI build.
