Description
In section 3.2, it isn't clear what is normative and what is informative. If we go just by the SHALL conformance verbs, then an IdP is only required to:
- Collect demographics
- Verify legal existence of the organization
- Verify an identity by a photo
All the guidance about IAL levels is only informative. Or is that intended to be a continuation of the initial SHALL?
