      The search parameter HealthcareServiceProgramRequirementVaStatusSearchParameter resolves to a boolean value and the underlying element in the structure is also a boolean.  The modifer of "text" provided in the search parameter definition is not appropriate as the boolean datatype does not contain text fields to search.
