Update the Section Record or Update Data to summarize the FHIR Write Guidance for Vital Sign Observations.  The scope of this simple guidance to enable writing vital sign observation data only.

Rationale:  A recurrent request from health organizations has been to enable writing FHIR data into a patient’s health record (either from patients directly or from another health organization) so that the health organization can have the structured data in their own data warehouse.   The current 2023 Argonaut FHIR write project provides  guidance that addresses some of the issues in the Record or Update Data.  With adequate testing this guidance can be promoted out the Future of US Core page to a guidance pages and specific guidance given in the appropriate Profile pages.
