Should EMRs be able to create Group resource in Payer

      The Consumers (which could be EMRs) can create a Group (Attribution List) resource in the Producers (which could be Payers) eco-system. 

      We will add more clarification to the Diagram 2 for STU2 workflow to indicate that the initial list creation happens using the "POST on the Group resource" API. The Davinci Patient List and the ATR Group all are profiles of the Group resource. 

      Also in the Spec.html , add a section to clarify the Initial list creation APIs similar to the reconciliation APIs. 

      The IG currently allows for the creation of the Group resource instead of sending the Group resource based on alignment with CMS DPC and BCDA initiatives.

    Description

      Background:

      This question is specifically referring to Step #2 (yellow circle on diagram) of the STU2 Workflow.

       

      Question: 

      Based on how the IG STU 2.0 details out there is no mention of creating a Group resource, it is always the Davinci Patient List. Also from a Payer stand point this will have implications.  Should the EMR's be able to create a ATRGroup resource in the Payer system? Or should the EMRs only be able to send the Patient List to the Payer and the Payer would create the Group within the payer's FHIR system?
