DICOM defined ValueSets do are not compatible with publishing tools

    Description

      The fields in the resource that refer to the DICOM defined valuesets point to the html end-point;
      "valueSet" : "http://dicom.nema.org/medical/dicom/current/output/chtml/part16/sect_CID_244.html"
      The valueset can be retrieved using a a link on the referred page, which refers to a ftp endpoint.

      This makes it very hard/impossible for the FHIR publisher/validator to retrieve the ValueSet and check the contents in order to validate resources. It also causes warnings in ImagingStudies using instances of ImagingStudy such as FHIRcast.

      The expected behavior of the endpoint provided in the binding is that it allows retrieval of the ValueSet directly; the requested content-type defines the type of results.

      It is also common practice to use versioned references (e.g. http://hl7.org/fhir/ValueSet/all-languages|6.0.0-cibuild) to clearly indicate the version of the ValueSet that is referred.

      Please update these references to point to versioned ValueSet definitions so the validator works properly.
