PlanDefinition.actor should either be a Reference to ActorDefiniton or include an element of type Reference.  ActorDefinition may benefit from the adoption of some of the attributes in the PlanDefinition.actor backbone element.  Some of this attribution may apply only within the context of the plan definition while some may be independent of the context.  The context-independent attributes should be candidates for transplantation to ActorDefinition.
