      Adjust Step 2 text to say "Consumer optionally creates the initial list in the Producer's system" and additionally change the Producer's tasks to amend the list when it is provided by the Consumer or Create the list if one is not provided by the Consumer.

    Description

      In the STU2 workflow step2, change the text from "Consumer creates the list in the Producer system" to "Consumer optionally creates the list in the Producer system". This would clarify that the list sometimes orginates from the consumer (provider) however the list always is owned by the Producer (Payer).
