Do this.  Also indicate that if a Questionnaire is NOT present and CoverageInformation indicates that additional information is required, the payer MAY provide a 'link' or 'information' card pointing to the forms or portal to use to capture the additional information.  (While using portals or other non-Questionnaire data capture is not recommended/preferred, it may be necessary as a transitional measure.  Future versions of this IG are likely to mandate that Questionnaires be included when additional information is required.  This accommodation is not intended to relax regulatory or legislative requirements that require the use of DTR.)
