      We will establish a color-palette extension and incorporate foreground and background and highlight as extensions within it.

      When rendering foreground and background colors, the implementer SHOULD not use the same foreground and background colors and instead should algorithmically determine a high color contrast.

    Description

      In the CARIN Digital Insurance card, there is an extension for the Background. However there is not one for the Foreground. Without that, there is a potential for the colors to be rendered the same and unreadable.

      There should also be a rules/invariant to say when one is used, the other is required and they should never be the same value.
