Relax enforcing populations/stratifiers in MeasureReport to match Measure definition

    Description

      1) The IG publisher validator throws errors when a MeasureReport for a particular Measure contains populations or stratifiers that are not in the Measure definition. In the Da Vinci Value-Based Performance Reporting use case, providers have the need to stratify value-based performance metrics in a MeasureReport, for example, based on different regions within the Provider organization. These type of stratifiers are user defined and are not appropriate to be specified at the Measure level. 

      This is to request to relax the validation rules so a MeasureReport can include stratifications based on stratifiers that are not in the Measure definition but are user-defined. 

      2) The validator also throws errors when the population codes in a MeasureReport do not match what are in the Measure definition. The Da Vinci Value-Based Performance Reporting has identified a need to include additional population codes for calculated-denominator and calculated-numerator, however, since they are not specified in the Measure definition, the value-based performance MeasureReport is not able include the calculated-denominator and calculated-numerator in the report. 

      This is to request that to allow calculated-denominator and calculated-numerator be included in a report without validation errors.
