      There is an extension that exists to support this use case, cqf-alternativeExpression:

      We will add a comment to the various expression-valued elements of the Measure resource to indicate that this expression may be used to provide alternative formulations of the expression. In addition, recommend submitting a quality measure IG tracker and a SANER tracker to explicitly allow for this extension in the various expression-valued elements of the Measure.

    Description

      Currently, the population criteria can only document one expression.  However, one can provide multiple expression formats for the same population where the measure generator can determine which one, if any, it will use.  Changing the cardinality to 0..* will enable that.  To ensure the expressions are logically equivalent, the definition of crtiteria should indicate that the expressions must yield the same count for the population.

      Note that as FHIR-42709 Provide a code on Expression - Jira (hl7.org) is applied, the multiple expressions should all reference the same code when included.
