Having the outcomeReference details be the only measure of outcome success will limit the ability to report on whether outcomes were successful in cases where that information is not easily determined.
This might also be a deterrent to adoption.
Adding a second optional field or resolution type which supports a pick list of more general outcomes such as completed/not completed/no longer necessary etc. would be a good possible way to increase adoption.
