    Description

      You all have created so many made up code systems, then inserted an "Other" code, then bind to a value set that includes that other code as extensible. By definition that makes the binding effectively REQUIRED which then becomes very confusing for implementers. I've picked this one example but there are others in the specification. Please clean up the code systems and the bindings. across the specification.
