The artifact-version-policy-codes code system is defined in THO:

The version-release-behavior is effectively ballot bound to the definition of the $release operation and therefore seems appropriate for CRMI (or base spec), we will seek an exception for this code system:

Knowledge capability and knowledge representation level are FHIR ballot bound code systems

Description

IGs are only allowed to define codes if they're marked as temporary, are using THO URLs because it's known they will need to live as new code systems there eventually and the URLs have been reserved, or if the TSMG has approved the codes to live in the IGforever.
