      Terminology services need library support in order to support the notion of an artifact manifest as described by the specification.

      A terminology service capability statement is required specifically to ensure conformance expectations are met for services that support artifact content development, distribution, and implementation. The profiles are specifically about supporting those aspects of the content development lifecycle, so the terminology service needs to provide resources that conform to those expectations.
