      Agreed, will correct the language to make clear that distribution can be accomplished with any artifact, Library is a mechanism for establishing a collection of artifacts that is independent of implementation guide (publishing/authoring) considerations.

      The $package operation supports packaging (as a resulting bundle) any artifact, so you can start with a Questionnaire and collect all the required dependencies as an output bundle. The Library case supports defining a set of related artifacts and $packaging those together as a complete bundle.

    Description

      "For distribution, an Artifact Library (FHIR Library) is used" seems a leap. Why is this true? Why can't I distribute packages? Alternatively, why can't I distribute Bundles of resources? Why must I have the overhead of a Library? I don't want to stick Questionnaires, ValueSets, StructureDefinitions, etc. in Libraries. Libraries are for non-FHIR content (e.g. CQL, Java), not for FHIR resources...
