http://hl7.org/fhir/us/cqfmeasures/StructureDefinition-cqfm-artifactComment.profile.json.html defines the context more specifically than the same extension in CRMI IG (cqf-artifactComment).  

STU 3 of QMIG defined the context for artifactComment the same as CRMI IG does now, but STU 4 of QMIG revised it.

Clarify the rationale for the QMIG change and, if applicable to CRMI IG, change the context accordingly.  QMIG STU 4 was concerned with using cqfm-artifactComment on Measure and Library, but CRMI may need to consider additional knowledge artifacts.
