Description
These two rules can be simplified into a single statement.
Existing Wording:
When an include rule has both a system and more than one value set, the code system must be first or last.
An include rule MUST not have more than one code system (the intersection of two code systems is the empty set).
Proposed Wording:
If present in an include rule, a code system must be either the first or the last item (and not both) in the rule.
