      We will review documentation for each item to ensure that it correctly states the rules that are applicable to that item. We will also review Table 7 to ensure it is consistent with the statements made in each item's documentation.

      We will not identify Table 7 or the statements in the item documentation as the "source of truth". Both Table 7 and the item documentation are considered formal aspects of the specification; any disagreement between them is unintentional. Since the texts have equal authority, we cannot deem which is "more correct" except within the context of the specific issue.

    Description

      Ensure every Item section includes a statement of what type of rules are permitted for that item, or ensure no item sections include such a statement and defer to table 7. Clarify if table 7 or item-specific statement are source of truth.

      Rule types are partially specified in CodeSystem, Mapping. Rule types are not specified for Invariants.
