      NDH will utilize the THO code system and value set. In instances where specific codes are absent in the THO system yet compatible, NDH will employ the THO system and propose the inclusion of these missing codes. If a code system is exclusive to NDH and not part of the THO system, NDH will maintain its own local coding. For any code system absent in THO but required by NDH and other IGs, NDH will establish a local code system, omitting the "NDH" label from its name.

      Many of these code systems do not seem to be IG specific. Please consider anchoring such code systems in terminology.hl7.org rather than in hl7.org/fhir
