Description
Currently ImprovementNotation has a required binding to the measure-improvement-notation value set which contains 2 codes: increase and decrease. A measure has been identified that defines the improvement concept as "Within Optimal Range". In this case (Cesarean Birth, CMS334), the measure does not intend to encourage an inappropriately low rate of cesarean births. CQFM Measure profiles should allow for this concept to be specified in a measure.
