      It should be the name, which tends to correspond with the id in implementation guide contexts. The reason is that unless the artifact is in an IG, the id is under the control of the server and cannot be relied upon. The reason for defining the convention in this way is to make sure that it applies across authoring and usage contexts, not just within implementation guide authoring.

      Add this rationale for the convention to the documentation, including that the reason is to support more user-friendly URLs (so that they have the name of the artifact, not just a server-assigned effectively random number)

    Description

      In 11.1, "When definition the URL of the artifact, use the package’s canonical base and the name of the artifact"… I believe this is wrong. I believe it should be "canonical base and the id of the artifact".
