      Agreed, provide a clear definition of knowledge artifact:

      For the purposes of this implementation guide, the term Knowledge Artifact refers to FHIR resources that are primarily definitional in nature (i.e. they provide patient-independent information such as profiles, value sets, measures, and decision support rules, as opposed to patient-specific information such as medications, observations, and encounters).
