Claim.onAdmission required binding value set https://terminology.hl7.org/5.0.0/ValueSet-POAIndicators.html is referring HL7 POA, where code '1' is not included in this value set. According to our discussion for FHIR quality measure, we agreed and updated QICore POA value set to have code '1' added to http://hl7.org/fhir/us/qicore/ValueSet-qicore-present-on-admission.html#root for QICore v5.0.

We request continue using same value set for QICore v6.o to include code 1.
