The documentation already indicates that a payer may establish a "provisional" practitionerRole in the documentation for section 10.3

      • A Practitioner, Organization, or Payer can establish a provisional PractitionerRole Resources through attestation, but the verification process is not considered complete until all associated relationships have also been mutually attested

Therefore, we agree with the request, but it is already part of the IG.

    Description

According to the Attestation Implementation Guide:

      • A payer organization (through an authorized representative) may attest to its own demographic information (e.g., name, address, contact info, etc.), services, locations, care teams, other organizations, health insurance provider networks and plans it owns/manages, and its relationships with other organizations and providers.
        • Information represented as Organization, OrganizationAffiliation, HealthcareService, CareTeam, Location, Endpoint, Network, and InsurancePlan profiles.

I'm not sure if this is intended to be a complete list or not. If it is, should PractitionerRole also be included, in order for payers to indicate which Practitioners belong to a network?
