Description
The IG is well formed. This comment is about clarity of terms even though the expected audience will likely understand them.
The term "canonical" is used frequently in discussions but if this IG is to address canonical resource management, a clear definition is important. The FHIR definition to which the IG links states "Some resource types have a defined element url which is the 'canonical URL' that always identifies the resource. This is a special kind of Business Identifier. Note that the element actually contains a URI, but is named url for legacy reasons." Still, the definition is a bit circular since it uses the term being defined in the definition.
Also for the list of canonical resources, it will be helpful to define what is canonical and what is non-canonical in the resource type section 1.1.1 - and specifically explain what is meant by roadmap item, and what to do with uses EBM resources. Some clarification would help in the language describing this list.
Also diagram uses NPM - need to define - Node Package Manager
